Bret, I'm involved with the new Serbian ccTLD registry and have just read your comment on ALAC mailing list regarding delegation of .cs.
FYI, IANA didn't play *any* role in the decision of former Yugoslav ccTLD registry not to apply for .cs TLD. This was the sole decision of the former Yugoslav ccTLD registry and if they had decided to apply for .cs, IANA would not have any grounds to refuse it, according to RFC 1591 and other relevant documents.
