The GAC's Cairo Communique stated in part, "With regard to the addition of new generic top level domains (gTLDs): Recognising ICANN's responsibilities to achieve consensus in the creation of any new gTLDs, ICANN should avoid, in the creation of new gTLDs... regional language or...ISO 639 codes for representation of languages, unless in agreement with the relevant governments or public authorities."
The proposed .cat TLD is intended to be a vehicle to serve the needs of the Catalan linguistic and cultural community; Catalan is a regional language, and CAT is the ISO 639 code for such language.
You have indicated that you have been asked to overcome different "political" hurdles. I have to wonder if the GAC expected the sTLD applicant to handle this task, or if this was expected to be the province of IANA/U.S.DOC/ICANN to secure potential agreement with relevant governments.
