The proposed .cat TLD is intended to be a vehicle to serve the needs of the Catalan linguistic and cultural community; Catalan is a regional language, and CAT is the ISO 639 code for such language. You have indicated that you have been asked to overcome different "political" hurdles. I have to wonder if the GAC expected the sTLD applicant to handle this task, or if this was expected to be the province of IANA/U.S.DOC/ICANN to secure potential agreement with relevant governments.
