I was recently told by someone "high up on the food chain" that this was of no consequence, but I can't imagine that the USG/NOAA would publish an RFI and not act in good faith if someone actually responded. The IANA function may be better served elsewhere along with the operation of the L-root as both seem to imply a lack of neutrality to some degree. (I did see Karl Auerbach's article on the GA list)
