Something I favour to stop going into committee all the time is that the rules of a body list an explicit set of reasons for which one can go into committee. Generally they are legal, personal, commercial confidence etc. Any request to go into committee should have to state the criteria for which it is allowed and also to generally summarise the issue being disucssed in committee.
