Let's say Gallagher expressed his veto in very diplomatic terms, but the results are the same.
Personally, I do not want any government, including the USG, to be in a position to oppose a decision by ICANN. At the very least, ICANN needs a host country agreement to protect it from the influence of the local government on its decisions.
I am afraid that there will be some sort of international oversight body, GAC+ or whatever, but this is a better guarantee of impartiality than a single government oversight. We do not want ICANN decisions to be influenced by local politics.
