Is this an open meeting? If so, why wasn't it properly announced on the ICANN web site?

It's a GNSO Council meeting. There's no public forum or anything like that. It was announced on the GNSO Council list. Consider it like a three day Council meeting. It will be published just as the Council meetings are published, with minutes and a mp3 file.
