Vint said more or less the same thing about why Google's a registrar in Luxembourg when someone challenged him for working for a registrar. At that point he said it was primarily so they could tell when domains were deleted. That may work better than telling when they’re transferred. (Weren't you there?)
Honestly, transfers often don’t matter. People switch registrars all the time without changing anything else. Trackbacks
