Why do people always lump DNS TLDs and IP addresses when they think of governance? Most TLDs have a natural linkage to politics because they name countries; nothing in the IP address space does. This type of lazy think makes reforming ICANN all the more difficult.

..and of course this "debate" includes very few, if any, people who actually have to deal with making the Internet work day-to-day.
