I'm sorry, I could have written that in an afternoon.

It's simply a rehash of everything we all know.

Where's the plan? Where's the substance?

I haven't reviewed it in detail yet, but my reaction after a quick first read was that it didn't really build on anything that we supposedly "learned" by the 2000 "testbed." This document could have been written in 1999. If this is the path forward, it's hard to understand why we've had to wait four painfully long years to get to this point.
